The Norm Wood Environmental Centre (NWEC) is undergoing some major capital facility upgrades to install updated critical treatment systems components. These upgrades generally consist of a new septage receiving station, a back emergency power system, a new programmable logic controller (PLC), a new blower and number of control system corrections. The purpose of this RFP is for the City of Campbell River to select a capable System Integration Specialist(s) from a qualified firm to join the Project Team and provide engineering and system integration services to design, develop, and commission a new server-based Geo SCADA system and all the necessary programming for the new programmable logic controller to modernize the NWEC control systems. The Project Team consists of the Operations staff of NWEC (Owner), the Contract Administrator for the upgrades project, the Project Managers, and the General Contractor. The Geo SCADA system will integrate with a newly designed and installed Allen-Bradley ControlLogix PLC rack supplied by others and will allow NWEC Operations the ability to monitor, control, and review the wastewater treatment plant and its processes. The Geo SCADA system will need to be designed/implemented to align with the new PLC programmed User Defined Types (UDT) for seamless integration. The programming of the PLC’s Human Machine Interface (HMI) will also be included |
